【最新进展，问题解决】
根据问题描述，尝试单独下载有问题的whl文件，发现不同的镜像路径下载速度截然不同，有问题的文件立刻下载成功。
所以把清华的镜像加入配置文件，如下：

#把清华镜像加入配置文件 /root/.config/pip/pip.conf
#pip config set global.index-url https://pypi.tuna.tsinghua.edu.cn/simple

然后再运行rknn-toolkit安装
#pip3 install --user -U rknn-toolkit

成功安装dill lmdb Pillow psutil ruamel.yaml sklearn
