How to set TB rk3399pro as hotspot

Hi, I am using fedora on TB, and I have added one hotspot configuration in Prefrence->Network Connections
But, I found I can not open Network Manager to set the configured network as hotspot.
Can you tell me how to accomplish this?

Network Manager can only load configure, which set by nmcli command.
You can set static ip address by

e.g. ip address is 192.168.180.1)
sudo nmcli conn del toybrick
sudo nmcli connection add con-name toybrick type ethernet ifname eth0 autoconnect yes ip4 192.168.180.1/24
